The heating element uses a robust sheath heater, and an interlock circuit is employed so that the heater does not receive power unless the fan switch is turned ON. If only the fan is operated, it can be used as a ventilation and blowing fan. The photo shows it with legs, but it can also be provided as just the main unit.
