***Summary*** Concrete has entered an era where the limit values for water-cement ratios are explicitly defined according to durability performance requirements. As a result, the development of reliable unit water measurement devices has been desired. Wet screening methods for reducing moisture in mortar, as well as vacuum drying methods and capacitance methods using microwaves, have already been released. However, Marui's unit water meter focuses on estimating unit water content from a large sample of 15 kg of fresh concrete. Waiting for mixed fresh concrete to be ready for testing, as done traditionally, lacks the speed needed for result determination and can lead to confusion. Therefore, Marui aimed for a measurement time of about 3 minutes and designed the performance to display information instantly within ±5 kg/m3 of unit water content. Additionally, since the unit water content of fresh concrete can vary significantly with the amount of air, a high-precision air content measuring device has also been newly developed.
