In September 2022, the 18th "Persistent Organic Pollutants Review Committee" was held to examine substances regulated under the Stockholm Convention (POPs Convention), which internationally regulates persistent organic pollutants. A resolution was passed recommending that DecaBDE and UV-328 be added to the list of substances to be eliminated under the treaty (Annex A). Subsequently, at the 11th Conference of the Parties (COP11) in May 2023, it was decided to add these substances to Annex A, and efforts will be made internationally to eliminate their production and use. ■DecaBDE DecaBDE is a chlorine-based flame retardant that is widely used as an industrial material due to its high heat resistance, weather resistance, and ability to maintain electrical insulation even under high voltage. However, it has been designated as a substance of very high concern under the EU REACH regulation due to its persistence and bioaccumulation properties. DecaBDE was developed as a substitute for the chlorine-based flame retardant Myrex, which was banned in 1978, and other alternatives include DecaBDE 601, DecaBDE 602, DecaBDE 603, and DecaBDE 604. Additionally, chlorinated compounds related to Myrex, such as chlorendic acid, are also known as flame retardants. ■UV-328 UV-328, a type of benzotriazole-based ultraviolet absorber, is used as an additive in automotive paints and parts. Its persistence and bioaccumulation properties are a concern. Other benzotriazole-based ultraviolet absorbers include UV-320, UV-327, and UV-350, and these four substances are designated as substances subject to authorization under Annex XIV of the REACH regulation.
