"If there is a staff cafeteria in a flour mill, do the emissions from the entire factory qualify as animal-derived food recycling resources?" Even if the food manufacturing factory only handles plant-based products, if there is a staff cafeteria (a building or floor that serves meat) within the same facility and the residues discharged from the food manufacturing process and the food residues containing meat discharged from the staff cafeteria are not distinguished and are discharged together, it is judged that the food recycling resources emitted from that facility also qualify as "animal-derived food recycling resources," and thus are subject to heating treatment of 90°C or higher for more than 60 minutes. Recovered cooking oil (such as oil used for frying meat products, etc., which has been utilized in meat preparation and collected for reuse) falls under the category of "animal-derived food circulation resources." → Heating treatment at 90°C for more than 60 minutes is required. However, among these, only the recovered cooking oil that is discharged from food manufacturers and food service providers, and has been handled in such a way that it does not come into contact with meat after cooling, can be judged to fall under the category of "processed food-derived animal-derived food circulation resources" (which are exempt from the requirement of heating treatment at 90°C for more than 60 minutes). Recovered cooking oil discharged from households or unrecoverable recovered cooking oil cannot be judged to fall under the category of "processed food-derived animal-derived food circulation resources," and therefore, is subject to heating treatment at 90°C for more than 60 minutes.
