In the field of labor safety and health, a complete transition to a "self-management system" has been implemented, allowing businesses to conduct their own risk assessments (RA) and minimize exposure to harmful chemicals, moving away from the previous uniform regulations. This new system was introduced because many substances causing work-related accidents that result in downtime were not covered by the traditional special regulations, and it requires businesses to take more proactive measures than ever before. In addition to a significant expansion of substances subject to RA, there are various items to address, including measures to reduce exposure below concentration threshold values, mandatory appointment of chemical substance managers and personal protective equipment management officers who have completed specialized training, and consultation with external experts. Furthermore, updates to routine labor and safety management are also necessary, such as the announcement of improvement standards for drivers in anticipation of the 2024 issue and revisions to noise disturbance prevention guidelines.
